Medical Center Director

Rick A. Ament, FACHE, was appointed as the Health System Administrator and Medical Center Director for the Robert J. Dole VA Medical Center, Wichita, KS in December, 2016. In this capacity, Mr. Ament provides executive leadership to the Medical Center as well as all Veterans Health Administration services in South and Western KS. Mr. Ament is a seasoned healthcare executive with over 30 years of experience in both the private and public sectors.

Mr. Ament’s experiences include numerous CEO roles, organizational turnarounds, strategic consulting and multi-facility operations. From 2015-2016, he served as the CEO of Select Specialty Hospital. From 2004-2007 and again from 2012-2015 he was the CEO of Beacon Leadership Group, a boutique healthcare consultancy specializing in operations improvement. From 2003-2004 he was the COO of Covenant Healthcare System. From 1999-2003 he was a Regional Vice President and Market Manager for Quorum Health resources where he had operational responsibility for 11 rural hospitals. From 1994-1999, he was the CEO of Bay Area Medical Center where, in 1997, he and his team were recognized nationally as Hospital Magazine’s, Turnaround Hospital of the Year. In 1996, Mr. Ament received the Wisconsin Regent’s award as the ACHE Young Healthcare Executive of the Year.

A proud, second generation, Air Force Veteran, Mr. Ament served as a Medical Service Corps officer from 1986-1988 and as an OSI Special Agent from 1982-1986. A 1982 graduate of the Virginia Tech Corps of Cadets, Mr. Ament was commissioned a second lieutenant and received his BA in Political Science. He later received his MS in Hospital Administration from Central Michigan University in 1987. In 2006, he became a Fellow in the American College of Healthcare Executives.

Interim Associate Director

Dr. Foley. was appointed as Interim Associate Director for the Robert J. Dole VA Medical Center (RJDVAMC) on September 18, 2017. Prior to this detail, Dr. Foley was the Chief of Psychology Service at the Oklahoma City VAHCS. She also served as the Acting Assistant Director at Oklahoma City and the Acting VISN 19 Mental Health Lead in Denver. She has worked for VHA for 28 years, including her internship at the Cincinnati VAMC. She holds a Ph.D. in Clinical Psychology from Oklahoma State University and has been licensed as a psychologist in Oklahoma for 25 years.

Dr. Foley completed the VA Health Care Leadership Development Program in 2015. She is currently completing the requirements for the VA Executive Career Development Program (ECDP). She is an Associate Professor in the Department of Psychiatry and Behavioral Sciences in the University of Oklahoma College of Medicine.

Assistant Director

Vicki Bondie was appointed as the Medical Center Assistant Director on October 2015. She held the position of Acting Associate Director for the period April, 2017 through September 18, 2017. She also served as the Associate Director from July 2005 through October 2015. Ms. Bondie served as Interim Director of RJDVAMC from March 15, 2012 to November 9, 2012. Ms. Bondie is a full member of the Medical Center’s executive management team and shares in the responsibility for management actions.

Ms. Bondie came to the RJDVAMC in 1995 and has also served as the Chief Financial Manager, Program Manager for Business Management, Facilities Manager, and Operations Manager.

Ms. Bondie is originally from Michigan and held positions at the VA Medical Centers in Allen Park and Ann Arbor. She also served as Budget Analyst for the VA Regional Office in Ann Arbor, Michigan, where she held joint regional responsibility for 43 facility budgets. She joined the VA in 1984 and has served the Department of Veterans Affairs for 33 years. Ms. Bondie is a graduate of the Health Care Leadership Institute and holds a Master’s Degree in Business Administration.

Interim Medical Center Chief of Staff

Dr. Raffi completed Internal Medicine residency at Nassau University Medical Center, East Meadow NY. He was in private practice in rural Georgia before joining the VA as a primary care physician and Hospitalist in 2001. He later became Director of Hospitalist Program at the Robert J Dole VA Medical Center in 2008 and then proceeded to become Chief Hospitalist in 2011. Dr. Raffi is board certified with the American Board of Internal Medicine since 1996. Dr. Raffi serves a member on the Wichita Center for medical Education (WCGME). Dr. Raffi also serves as a voluntary faculty as a Clinical Associate Professor of Medicine at Kansas University School of Medicine-Wichita Campus.

Nurse Executive

Norm Forbes is the Associate Director for Patient Care/Nurse Executive at the Robert J. Dole VA Medical Center in RJDVAMC, KS and a member of the Medical Center’s five-member Executive Management Team (PENTAD).
Mr. Forbes is a Michigan native and began his nursing career at Ingham Medical Center in Lansing, Michigan. He entered the United States Air Force in 1982 and served for 26 years, retiring in 2008 having attained the rank of Colonel. Mr. Forbes served in a variety of nursing positions to include: Emergency Department, Intensive Care, Pediatrics, Medical/Surgical, Dementia, Long Term Care and Administration.

He is a Veteran with two overseas deployments to the combat theater of operations with the last being in 2008 as the Chief Nurse of the Air Force Theater Hospital in Balad, Iraq. Most recently, Mr. Forbes was the Assistant Director of Nursing at the Kansas Soldier’s Home in Fort Dodge, Kansas.
